A highway culvert entrance is always built with two vertical wing walls and a flat apron between them. The Virginia V-notch is placed mid-way of the wing walls. If the water measuring section is

selected somewhere within the wing walls, its area will be linearly proportional to the measured head with a proportional constant equaling the width of the section. If the distance between the weir and the stilling well is fixed, rating tables will be merely related

to side slope of the V-notch and the width of the head measuring section. The weir, the wing walls and the apron will act in unison as a new type of flue for measuring runoff.
